What are the authorities doing about these situations?

DEAR EDITOR,
The front page photograph in KN October 6 of a truck parking in a pedestrian walkway is graphic and tells an everyday occurrence of vehicles parking on pavements, forcing pedestrians onto the roadway, and to borrow a phrase, in competition with moving steel.
I asked before and do so again, what are the authorities doing about these situations?
