There has been a rash of fires and that has not passed. A mentally man would set fire to his home and take some others with it. The fire service would be unable to do much because of the condition of the homes, nothing more than tinder.
The victims would be rescued by neighbours.

Guns are available for hire and there is no shortage of takers. One group, frustrated by the declining opportunities, would be bold to attract a group of shoppers. However, the police would not be far away. There would be one shooting and one arrest.

A fraud would be uncovered in a government agency. It has been going on some time because pensioners are easy prey. The culprit would be a relatively new employee who would observe that some pensioners are not uplifting their cheques.
A cursory investigation would uncover the fraud. There would be a lot of talk about the incident.
