DEAR EDITOR,
Against the background of the current Commission of Inquiry into the Mayor & City Councillors of Georgetown, it is perhaps not inappropriate to revisit the accompanying copy of Chapter 21 as titled above, in order at least to see if it provides a context within which the behaviours in the current management of Municipalities can be evaluated.
Published in 2000, it was revived for submission to the current Commission of Inquiry on October 3, 2018.
