Dear Editor,
For some time now, Assistant Commissioner of Police David Ramnarine has been quietly and effectively performing the duties of Commissioner of Police. Commissioner Seelall Persaud is on vacation leave. I wonder if David Ramnarine was given what Seelall Persaud called the Instrument to act as Commissioner.
The last time David Ramnarine performed the similar task the Commissioner on his return to duty attempted to rescind many major decisions taken by Ramnarine including the promotion of several junior ranks on the grounds that the number two man in the force was not given the Instrument to act as Commissioner. Will history repeats itself? Will the movers and shakers of the number one law enforcement agency in Guyana reminisce and react, if that was not already done?
