Dear Editor,
The Central Advisory Services of Guyana and Barbados takes this opportunity to congratulate all those Prison Officers who were promoted, among them:
1) Mr. Gladwin Samuels to Deputy Director and Director (ag)
2) Mr. Kevin Pilgrim to Senior Superintendent
3) Mr. Paul James to Superintendent
4) Mr. Deoraj Gyndatt to Superintendent
5) Ms. Jordan to Superintendent
6) Mr. Seon Charles to Asst. Superintendent
7) Ms. Simone Sandiford and all the other Officers.
I am confident they will all be an asset to the Guyana Prison Service. My only surprise is the non-promotion of Ms. Paula Graham, wife of Director (retired), Mr. Carl Graham. Ms. Graham aka Mums is a hard worker and a mother figure to many Junior and Senior Officers, a caring and humane person who should have been promoted to Chief Officer. Her omission leaves many to speculate as to the real reasons why she wasn’t promoted. I am confident that with Mr. Gladwin Samuels at the helm of the Prison Service, discipline will be maintained among inmates and officers and things will be taken to a new level.
It is my fervent wish that the Ministry of Public Security and the Guyana Prison Service accept the offer made by Central Advisory Services to bring to Guyana a former Director of Prisons of the US Bureau of Prisons and a former FBI Agent to conduct a one (1) week training program free of cost on modern Prison Management.
Topics proposed to be presented are:
1) Staff control and management
2) Human psychology
3) Management of intelligence
4) Managing and control of prison unrest
5) Detection and prevention of contraband
6) Deception detection techniques
7) Interview and interrogation techniques
The CV’s for the two (2) proposed presenters which were submitted to Director Samuels and copied to Minister Ramjattan confirm their qualifications, experience and awards received. I trust the new Government will set aside petty politics and give the green light for this very specialized training free of cost with no strings attached or expectations.
I have great confidence in President Granger whose character and integrity is unquestionable and his dedication and commitment to be President of all of Guyana in this regard. I am pledging full support to assist in whatever way I can to assist the law enforcement and correction agencies in reducing crime and recidivism.
