There is urgent need to have a GECOM Chairman

Dear Editor,
To say that “there is no urgency to appoint a Chairperson of GECOM” because “Elections are not due until the next three years” (KN 22/01/2017) is tantamount to postulating that there is no need for the Guyana Fire Service until a house is in flames, or that there is no need for a standing army, if there is no war.
In order for a credible Elections to take place this year or next year or whenever the President so decides, there must be a viable List of Electors at the ready. For such a constantly purified and accurate list to be immediately available, there must be Continuous Registration Cycles and Claims and Objections periods. Further, during the inter-Elections years, so many activities (e.g. the whole process of changing laws to make them more reflective of new, tested and proven systems — associated, inter alia, with: Electronic Registration, Voting and Transmission of Results; constantly updating Stakeholders; Issuance of ID Cards; the establishing of new Offices all over Guyana – not based on whim and fancy but on research, not lastly on ever-shifting population densities and demographic considerations; training, retraining, further training, refresher training of new and old staff; Civic and Voter Education, etc) have to be constantly carried out.
There is definitely a need to appoint a new chairperson, one that will carry out his/her mandate fearlessly and with dignity. Leaving a hiatus between Chairpersons is courting the reduction of GECOM’s hard-fought for credibility — locally and internationally.
