Commander Hicken should not coerce ranks to solicit gifts

Dear Editor,
I am adding a few comments to the “Frustrated ‘A’ Division Officer” concerning Commander Clifton Hicken, dated December 16, 2016. Quoting from the letter, “We are being pressured…. In addition to this, police ranks are supposed to engage with businesses to sell tickets and ask for donations.” There is a terrible culture of deplorable behaviour in Guyana where soliciting donations and selling tickets is a norm, especially at government offices.
Mr. Editor, something is seriously wrong with the leadership in Guyana, not just the police force. The same article indicated, “… recently our Minister, Khemraj Ramjattan warned police to be careful how it takes charity.” This certainly is a farce, because right in front the eyes of Ramjattan the tactic by Hicken is open and blatant. Hicken loves to parade his uniform and smile for the cameras, while quietly directing his ranks to seek “donations.” Some police mean well to serve the public; however, leaders like Hicken are not displaying a culture of professional motivation.
If you are friends with Hicken or people who are his friends you will get results and treated well. If you are not a friend don’t expect professional treatment. So his demand for 60 Christmas gifts from stations and outposts shows his continued boldness for unprofessional leadership. Other cops are afraid of speaking out, and when you have leaders who would retaliate because someone speaks out about the dictatorial attitude, not much imagination is needed to know the net results. Why should a senior cop demand or influence his subordinates through coercive tactics to solicit gifts, and Minister Ramjattan sitting on the sidelines turning the other way? Soliciting “gifts” through coercive tactics devalued the meaning of a gift, and I would be ashamed to accept such a “gift.”
Well, Mr. Editor, Hicken’s actions are unacceptable and this cannot be allowed to continue and time for Hicken’s removal. Ramjattan is good with his mouth but unable to make decisions suitable for the people: remove Hicken from the force, remove other senior conspiratorial officers, and instill a no-tolerance policy from anyone in the police force who solicits “gifts.”
