I was told that BK international Inc/ Water Tech. joint venture tender for the 3 water treatment plants has been rejected by the 1DB. The recommendation was in BK favor despite the consortium failed in every aspect of qualification SET BY MANAGEMENT OF GWI. It is important to note that this tender was originally scraped earlier in the year after being tendered already. The qualification criteria were also reduced so as to make it favorable for more contractors.
BK/Water Tech. does not meet the financial requirements which show the contractor has handled similar projects of similar value and annual turnover to complete the work on time. BK/Water Tech does not meet the technical requirements meaning they have built similar plants before. BK/Water Tech failed to propose a design which is acceptable under the conditions of the contract. BK/Water Tech despite not being qualified was qualified along with 2 other bidders – UEM Inc, and SYNO HYDRO. BK/WATER TECH was rejected. The attempt to qualify BK has failed so senior management is attempting to now find ways to disqualify the other 2 previously qualified tenderers. In essence, the bid will now be scraped and retendered again in an attempt to give BK another chance. The fact is that the GOG will now have to pay penalties on the IDB loan because they are not utilizing the approved monies. The loan was approved almost 3 years ago.
