In need of certificate of competence
Dear Editor,
Since January 2016, a young friend of mine has been engaging the police so she could be issued a replacement/duplicate of her lost certificate of competence for driving. A certificate of competence, I understand, must be presented to the Guyana Revenue Authority before that body can issue a driver’s licence in the name of first time applicants.
Resulting from our several visits and phone calls to the police, we understand that they cannot, at this time, legally issue such certificates, inter alia. Various ranks appear adamant that the Ministry of Public Security is the defaulting party.
It must be untenable that young professionals in particular, and Guyanese in general, are being denied several basic rights because the police are unable to legally execute some of their functions.

This is a reflection of how far we are left behind. I was made to understand the Guyana for some time has been making progress with IT. Would it not have been so simple for the certificate of competence to be entered into the network system so the the associates at GRA can pick it up. The identity of the individual would be identified and the process would continue. While the world is going paperless. We seem to be imposing more paper, hence killing the trees.
