Paying taxes to protect Green and King

It bothers me significantly that the officials of the Georgetown City Council seem more concerned about their own safety and security and less about it for the business community and citizenry. Yesterday having been invited to attend a meeting at City Hall. I attempted to enter the compound as I usually do through the Charlotte Street entrance and then again through the Avenue of the Republic entrance but was however rebuffed on both attempts by Constables who advised that there were new stringent security mechanisms in place that prevented citizens from entering this public space with the exception of the Regent Street entrance. However when I attempted at the Regent Street access point before I could do so, I had to be interviewed and frisked by another constable who was posted there.
Whilst awaiting the start of the meeting which was held under a tent in the forecourt of City Hall, I observed both the Town Clerk and Mayor moving around in the company of bodyguards, something that is only otherwise accorded to the President and Prime Minister of this country. I am aware that their residences are like mini fortresses with high fences and armed guards patrolling inside and would like to know why all of this protection paid for by the citizenry is necessary?
In the mean time, the municipal markets are largely left unprotected with break and entry and losses being encountered on a frequent basis; citizens are being robbed constantly in the shopping area particularly after normal business hours; three card men are fleecing unsuspecting victims on the pavements; touts are hassling minibus passengers; a lot of illegal activity occurs right at the entrance of the Stabroek Market; music carts move around the city with music blaring all to which the Council turns a blind eye. Are we paying taxes to receive services or protect municipal officials?
