Three way fight on police promotions

Over the past few days there is this big brouhaha about the police promotions which have now been held back for reasons only known to a selected few. The question is; who is telling the truth, the Commissioner of Police or the Chairman of the Police Service Commission? Additionally I want to thank Mr. Laundry for his piece on this issue but here are some additional facts.
I will deal with the individuals at the centre of this melee individually and collectively and show how in the recent past they all contributed to the show that is being played out in the public domain today. At the end of it you the public can ask and answer the question as to if this is not publicity stunt to hide the nepotism and unfair practices that were/are being perpetuated by these very individuals.
Former Minister Rohee’s stance that ACP David Ramnarine should not be promoted is an interesting case. Ramnarine’s last two promotions did not follow the procedure of recommendations by the Force’s Administration to the Police Service Commission but rather were facilitated by politics. When Ramnarine was promoted to Senior Superintendent late Commissioner of Police Henry Greene was not in agreement. Greene broke tradition and did not host the promoted officers but rather sent their appointment letters to the Divisional and Department Heads for distribution. Ramnarine superseded a host of deserving officers for promotion on two occasions.
The Commissioner of Police Mr. Seelall Persaud stated at his swearing in that he will seek to be democratic in administering of the Force but his management of the Force has been far from democratic but rather he reminds many of Caesar after defeating and deposing his friend Pompey. I urged readers to take a close look at the last promotions, placements and appointments in the Force since Seelall became Commissioner. For your information the last senior promotions saw a high number of (unfair) supersessions. The Chairman of the Police Service Commission pointed out that the same was being done again which contributed to the delay. Under Seelall’s reign C.I.D Headquarters became hosted with Subordinate Officers
The Office of Professional Responsibility has capable and competent Detective Officers and Inspectors investigating police wrong doings and their reports are being mis-analyzed by a retiree. Cases in point —Colwin Harding Investigations and the Sparendam Torture case. These proven competent men should be at Divisions where their knowledge and skills will best serve the Force and by extent the nation.
Finally the Police Service Commission and its Chairman have turned out to be a disappointment. The chairman is politically biased He began his stint under former Minister Clement Rohee. As touched on earlier, he and the Commission facilitated a host of supersessions at the last promotions and would have done the same if there wasn’t a change of Government.
It is nice to see the three way fight between Rohee, Seelall and the Police Service Commission. They are equally culpable for the poor morale and the bad state the Guyana Police Force is in at present. I urge President Granger to hold wide ranging sessions with the Officer Corp of the Guyana Police Force to see what is going on and he will see what/why their morale is at an all time low. Can you imagine the Officer who was best graduating student at the recent University of Guyana Convocation did not get an honorary mention at the Force’s award ceremony but a man who the entire Force knows is not up to scratch received a special award for an essay that is intellectually poor. Mr. President since your Government is in the mode of auditing how about auditing the Police Force for all purchases done over the past two years particularly office (household) articles.
