Dear Editor,
François-Marie Arouet, known by his nom de plume Voltaire, was an 18th century French philosopher enlightenment writer and historian, famous for his wit, his attacks on the established Catholic Church, and his advocacy. Voltaire once said: “those who can make you believe absurdities can make you commit atrocities.” After contributing to the rich discourse in the letter columns of our daily news papers for over 15 years. I am in the process of rapping up those activities for something much more challenging.
I however found it prudent to respond to a letter that was published in your news paper, written by one Jagmohan under the caption: Does Conway want Ramjatan to micro manage the police? For purposes of clarification, it is important that I state for the record from the onset, that the term ‘micro-manage’ which has pejoratively connotations is essentially a preferred management approach in certain circumstances, simply because it works.
Jagmohan’s attempt to assail Clinton Conway was not only evident, but made a mess of what could have otherwise been a scholarly piece. Firstly, there are only two police forces in this part of the world that were given the mandate to be self govern- those are Argentina and Chile, regrettably both attempts failed. The police in developing countries are the most conspicuous symbols of state power, and unless and until the government in a particular jurisdiction provides the necessary latitude, it is virtually impossible for the police, let alone one man (Conway) to be the catalyst of great improvement and change.
Whenever a letter writer in this case a layperson, attempts to critique a professional, that person should first do the ethical thing: do your research. There are rules and conventions which govern good writing and speech craft, this letter writer has broken them all. But this letter is not without merit, for it is a good specimen to be used in the training of intelligence officers- why so? Because it is a classical representation of what is known in intelligence circles as the FRIM –FRAM phenomenon – that is, a person who rather than take a logical and sequacious path, chooses to be all over the place.
