A Parliamentary oversight body last week carried out inspection visits to several of the city’s holding facilities and found that several areas need improvement.
Among the places visited last Friday by the Parliamentary Sectoral Committee on Social Services were the East La Penitence Female Lockups, Sophia Children’s Centre and the Juvenile Holding Centre.
According to the Parliament Office yesterday, the Committee has responsibility under the law to scrutinise and examine policies and administrations under its purview and to determine whether they are in consonance with the principles of good governance.
In exercising this function, the Committee must also visit government organisations, activities or projects and report to the National Assembly. Also visited was the Amerindian Hostel.
There have been complaints of poor conditions at especially the women’s lockups.
Among the Parliamentarians were Chairperson, Volda Lawrence; Vice-Chairperson, Indranie Chandarpal; MPs Dr. Vindhya Persaud, Mabel Baveghems, John Adams and Valerie Garrido-Lowe. There were also other support staffers from the Parliament Office.
According to Lawrence, the decision to visit these institutions was a result of concerns raised by the public.
“The Committee examined whether institutions are equipped to meet their mandate and whether the complaints we receive have merit,” she said.
She said the Committee would also examine what recommendations for improvements can be made.
At the various locations, the Committee met and interacted with occupants and staff and toured the facilities.
According to the Parliament Officer, while the Chairperson was not ready to disclose the Committee’s findings before they were presented to the National Assembly, she did note that all of the administrators they met were cordial, and engaged in open and frank discussions.
“She also revealed that the Committee did find many areas at the various facilities where improvements are needed. Where possible, the Committee made on the spot recommendations to the administrators for simple improvements. This will be followed by the official report to the National Assembly.”
