– While we extend congratulations to Mr. Moore, he needs to be effective- President Donald Ramotar
Former Justice and Attorney at Law, Winston Moore, was sworn in yesterday by President Donald Ramotar to function as the Ombudsman. The office of Ombudsman is one of the most respected and key constitutional positions in Guyana.
Guyana was without an Ombudsman for the past eight years. The last person holding this position was Justice Sheik Mohamed who died in 2005.
Mr. Moore was sworn in at the Office of the President. Those witnessing the auspicious event were Minister of Legal Affairs, Mr. Anil Nandlall; Leader of A Partnership for National Unity (APNU), Brig. David Granger; and other

well wishers and family members of the new Ombudsman.
Justice Moore later said that he is confident of the support and resources that would be supplied to aid him in the effective functioning of his office.
Also speaking to the issue of having a well staffed office was the Leader of the Opposition, Mr. Granger. The Member of Parliament stated at his usual press conferences at his office that Mr. Moore’s appointment was only half the task and as such they want to see that his office is fully staffed and that its purpose is fulfilled to the point that it makes an extreme difference in terms of having meaningful investigations.
President Ramotar said that while he extends congratulations to Mr. Moore, the New Ombudsman needs to be effective.
He said, “The post was vacant for several years and we need the Ombudsman to be effective. We expect that the public would take advantage of the fact that we have one now and they would take their issues to him so that they can be dealt with.”
“We are working towards filling other constitutional posts and he will have the full support of the government.”
Brig Granger told this publication that while he is happy to see that Mr. Moore was sworn in as the Ombudsman, it will now be a task of ensuring that his office can carry out its principal functions.
He added, “This step was a very important step forward. We are very happy about it because it is something that we (APNU) have been campaigning for, for some time. But we also need other constitutional posts filled.”
“We are now looking beyond the appointment of Mr. Moore. He is not the Ombudsman of one district but for the entire country and that says that the resources have to be adequate to support the payment of salaries as well as proper investigative work.”
