On Saturday May 8, 2013 I had the opportunity to attend a meeting of the General Assembly of the Charity – Zorg En Vlygt Water Users Association in the W.U.A. office In the Region Two compound.
As a member of this W.U.A, 1 was not invited to attend this meeting although 1 am working next door in the same compound where this W.U.A. office is operating however I was advised by the Region Two Chairman to attend the W,U.A. meeting so i did attend.
At this meeting there were two officials from the Ministry of Agriculture in attendance arid rice farmers within the service area of the W.U.A. when the Secretary of the W.U.A. presented a report for proposed works to be carried out by the W.U.A. Management board.
After the secretary finished reading the report several questions and queries were raised in relation to box kokers being blocked with dry coconut branches, weeds etc. There was talk about blocked trenches and works done on access dams.
What was surprising is when I was allowed to give a brief comment on what the secretary reported I asked if there was have a copy of the Delegation Agreement and the W.U.A By Laws where only the Chairman and the Vice Chairman each have a copy each.
No other member from the 43 villages that make up W.U.A. has ever seen or read the By Laws since the formation In November 2006.
It was recently mentioned by officials who don’t want their names mentioned that there will be a new General Assembly and Management Board some time In September 2013. This will pave the way for the auditing of this Charity – Zorg En Vlygt Water Users Association. POOKAN PERSAIJO M.S. MEMBER
