Canadian aid to lessen, but Embassy remains open

I agree with Freddie Kissoon’s article that some aid has been cut off from Guyana by the Canadian Government, but disagree that the Canadian Embassy will close.
A dozen countries on the previous list produced by the previous Liberal Government are gone from the new one entitled to Government aid, eight of them from Africa, including Rwanda, Cameroon and Kenya, as well as Sri Lanka, Cambodia, Nicaragua and Guyana.
International Co-operation Minister Bev Oda says: “We are not abandoning any countries. What we are saying is we have selected 20 countries in which we will focus on programming.” Guyana is not included in those 20 countries.
It should be noted that many of those countries that are excluded from the list are violators of human rights and have dictatorial regimes. Donor countries are now taking into consideration human rights abuse, excess abuse of executive powers by rulers, torture, the fight against drug trafficking, human trafficking, State abuse of these donor funds, etc.
Gone are the days when funds are received based on developmental projects only.
