Dear Editor,
September 22, 1862, was a truly auspicious day. It was on this remarkable day in Washington, D.C, USA, the Emancipation Proclamation delivered by the 16th President of the United States, Abraham Lincoln one of the greatest men to ever walk this earth. In his speech lasting for less than 7 minutes (719 words to be exact), he issued the profound words: the Executive Government of the United States, will recognize and maintain the freedom of persons, and will do no act or condone acts to repress such persons, in any efforts they may make for their actual freedom. I invoke the considerate judgment of mankind, and the gracious favour of Almighty God. Three months later in January 1, 1863, the proclamation ended slavery which was enshrined in the Thirteenth Amendment of the Constitution.
Fast forward from the proclamations to sweet and empty platitudes that incessantly emanate from Guyana’s political leaders, especially the honcho and de facto president whose authoritarian utterances will continue to mesmerize voters to cast votes for the ruling party for the simple reason that voters do not want those on ‘the other side’ to rule the country. The most salient of statements embraces the underlying theme: the PPP is truly a multiracial party and will not discriminate against anyone regardless of race, ethnicity, or political affiliation. This deceitful and dishonest statement has been constantly recited made by the honcho and de facto president who continues to suppress the development and enhancement of members of the second largest group in the country.
Since free and clear elections returned to Guyana in 1992, the people have been devoured by the tyranny of the majority, where past and present governments with the slimmest mandate of a one seat majority since 2011 have ruled with an autocratic iron fist. Herein lies the legal absurdity to appoint any unqualified and inexperienced person to exalted positions, award jobs and contracts to relatives, friends and party supporters and use taxpayers’ money to benefit the few. This begs the question: why have there been no Parliamentary discussions or debates regarding Guyana’s greatest venture? The Gas-to-Shore Project. This project is managed by the honcho and de facto president who knows absolutely nothing about oil or gas. He had billions of dollars on several failed projects including the white elephant Skeldon Sugar Factory, Amalia Falls, Specialty Hospital, and Enmore Packaging Plant, among others. He uses the prefix of “Dr.” in front of his name with an honorary doctorate does not seek advice from anyone because he believes that he is an expert on everything. Therefore, one can conclude that the country and its citizens await an even greater waste of the taxpayers’ money on yet another white elephant: The Gas-to-Shore Project.
Given the above colossal failures, the time has come for high level governments appointments such as Ministers to be debated, evaluated and approved by Parliament so the public can be made aware of any deficiencies in the nominees. For too long, many poorly uneducated and unqualified people have been placed in crucial administrative positions in the country, with the result being a series of mistakes and huge waste of the taxpayers’ money. The Roman Emperor Caligula (12-41 AD) in a grand show of the misuse of power and lawlessness made his horse Incitatus, a member of the Roman senate. It seems Guyana led by the honcho de facto president has embraced such madness. Finally, progress can never be achieved under his failed and chaotic leadership, who has marginalized half the country’s population since regaining power three years ago. Many have concluded that the PPP rule in the last three years is worse than its 23 years in office.
Sincerely,
Leyland Chitlall Roopnaraine
