Kaieteur News – The Government of Guyana (GOG) is seeking consultancy services for the strengthening of axle load control for the US$190M Linden to Mabura road.
According to an advertisement in Kaieteur News July 30th edition, the Ministry of Public Works, Works Services Group, the Executing Agency, wishes to procure Consultancy Services for Strengthening of Axle Load Control.
The sod was turned for the road project in May 2022, after a contract was awarded to Brazilian firm, Construtora Queiroz Galvao S.A. for the construction of the 121 kilometres road.
In 2020, the Government of Guyana secured a loan for this project. The US$190 million road project comprises a US$112-million loan from the Caribbean Development Bank (CDB), a grant of £50 million (US$66 million) from the Government of the United Kingdom via the CDB- administered United Kingdom Caribbean Infrastructure Fund, along with US$12 million provided by Government.
Kaieteur News had reported that this project will consist of two main highways; the width of each lane is approximately 3.6 metres, some hard shoulders both sides measuring 2.4 metres, cyclist and pedestrian lane of two metres, a utility corridor, about 10 bus stops, and nine rest areas just to mention a few. The Linden to Mabura Hill road project is just the first phase that will ultimately lead to a completed Linden to Lethem road link that will then complete an overland link to Brazil.
According to the advertisement, the Government intends to apply a portion of the proceeds of the financing to make eligible payments under a contract for consultancy services. It was stated that the objective of the assignment is to develop and initiate the implementation of a realistic program of axle load control in Guyana. The duration of the assignment is expected to be for a period of 12 months.
Interested consulting firms are asked to submit Expressions of Interest (EOI) for the provision of these consultancy services, if they reach the following eligibility criteria.
Consultants shall be eligible to participate if in the case of a body corporate, it is legally incorporated or otherwise organized in an eligible country, has its principal place of business in an eligible country and is more than 50 percent beneficially owned by citizen(s) and/or bona fide residents) of an eligible country (ies) or by a body (ies) corporate meeting these requirements.
Further, in the case of unincorporated firms, the persons are citizens or bona fide residents of an eligible country and in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrueor be paid to a person not a citizen or bona fide resident of an eligible country.
Notably, eligible countries are member countries of CDB. All information must be submitted in between 09:00 hours and 15:30 hours, Monday to Friday. EOI’s can be emailed to [email protected] or [email protected].
