I fully agree with Prof. Daniel K. Gibran sentiments regarding the establishment of a National Intelligence and Security Agency (NISA) in Guyana. As you rightly pointed out, the creation of NISA is a significant step forward for the country and a critical aspect of safeguarding its national security interests.
You have effectively highlighted the importance of intelligence gathering in modern statecraft, and the critical role it plays in ensuring that countries are adequately prepared to respond to threats. The absence of a dedicated Intelligence capability, as you pointed out, leaves Guyana at a disadvantage, with other countries potentially having access to critical information that could compromise national security.
Furthermore, the concerns expressed about the potential for abuse of political power are unwarranted, as there are adequate safeguards that can be put in place to ensure that NISA operates within the law and does not compromise the rights of Guyanese citizens. The importance of a national intelligence agency with a robust counterintelligence capability cannot be overstated, particularly in today’s world, where countries are facing multiple and diverse threats to their security.
In conclusion, I share your view that the establishment of NISA is a critical and essential step in safeguarding Guyana’s national security interests. As you stated, it must be done right and with a keen sense of weighty responsibility. I hope that the necessary safeguards will be put in place to ensure that NISA operates within the law and that Guyana can benefit from the intelligence and analysis capabilities that it provides.
