In reference to missive on EITI suspension (KN March 2), Dr. Vishnu Bisram is commended for unbiased, impartial remarks on the suspension of Guyana from the international body and for recognizing the work and contribution of Dr. Rudy Jadoopat in getting accreditation of Guyana in EITI as well as beseeching the government to do all under its power to make Guyana once again compliant with EITI requirements.
In his voluminous and prolific writings, Dr. Bisram comes across at times as a defender or apologist of the ruling PPPC administration and at other times, he comes across as very objective, balanced and even-handed. I also commend his attempts at conducting opinion surveys. No matter what the findings, there would always be critics and naysayers who are not favoured in the findings. Both opponents and supporters look forward for his polling data on politicians and political parties and on issues and I hope he continues to conduct surveys.
On EITI, in retrospect, the government should not have terminated the services of Dr. Jadoopat, especially that the country had to meet compliant requirements for continued accreditation. Although the terms and conditions of his contract may not have been as favourable as those of Dr. Prem Misir, Dr. Jadoopath performed credibly and admirably. He successfully got Guyana admitted into EITI and met annual requirements two years in a row when the government decided to terminate his services.
Dr. Jadoopat is an independent minded person who refused to comply with government’s instructions to violate EITI rules. He was not politically affiliated, and he functioned professionally at EITI. But the PPP government accused him of ‘being AFC’ and decided not to renew his contract in early 2022. On the job for almost a year as Jadoopat’s replacement, Dr. Misir has not measured up to the tasks. He has not completed and submitted the required paperwork for Guyana to maintain its accreditation, although the country had an extension of time to comply with the rules. A report says he has been absent from Guyana for a lengthy period.
Dr. Misir is widely known for his affiliation with the PPP; he headed the propaganda arm of the PPP administration under Presidents Jagdeo and Ramotar and was missing during the coalition’s tenure in office. He re-surfaced after the PPP returned to power. Dr. Jadoopat did not engage in any propaganda or PR work for any politician or party. Misir was hired and is still on the job although under his watch Guyana lost accreditation causing the government much embarrassment. Guyana maintained accreditation under Jadoopat’s watch, but his contract is not renewed.
It appears that government does not want independent minded people or those qualified in the field.
