How does a homeowner qualify for the steel and cement package announced by the President?

At the launching of the 2022 International Building Expo, the President announced that persons building homes would benefit from a steel and cement package free of cost to help offset the skyrocketing cost of building materials.

While the initiative in theory sounds good, its actual operationalisation and implementation across the length and breadth of Guyana seems a bit hazy.

Firstly, there are different categories of persons who will be building homes -persons with title for their land from Ministry of Housing, persons who have leases and want to build on state land, and then there are those who intend to build on village (communal land). From this bloc of persons, some may be building with loans from the bank while others may be building from their own pocket. Also those persons building on communal land may not be able to access loans for construction due to the fact that the land belongs to the community and not the individual. When all of these factors are considered, which category/categories of homeowners are therefore eligible for the “building package” as announced by the President? What is/are the criteria that must be met? How will the application process and the disbursement of building materials be easily accessible to remote locations? How will it be ensured that citizens across Guyana benefit equitably from this initiative? It is sincerely hoped that this initiative does not have tons of red tape which will prevent those most in need of assistance not being able to get it. At the end of the day, all Guyanese, regardless of race, social standing, geographic location, and political affiliation should be considered if they are so qualified for this initiative. I would be grateful if the Ministry of Housing can shed some light on the issues raised.
