Dear Editor,
Kindly allow my thoughts on the education cash grant for which I wish to express kudos to the Ministry of Education.
The Minister of Education implemented (yet again) a delivery mechanism that sits way above the corruption that embeds similar programmes by other Ministries. The use of school records ensured that the monies were directed to the correct recipients, and using the schools as distribution centres also provided the relevant checks and balances.
Not only was the exercise very effective, it was also transparent and provided an audit trail. Notably, for the successive years of the programme, there were audits done – for which we await the release to make final pronouncements. What Minister Manickchand and her Ministry have risen above is what the rest of the Government is bogged down with – that is, corruption, lack of transparency, nepotism and cronyism. The rest of the Ali administration needs to get extra lessons from the folks at the Ministry of Education!
On another note, I wish to voice my personal support for the return of schoolbooks to the schools. It is irresponsible to hoard these books that would not be used again by the child. Indeed, we should not be TOLD to return the books – instead, we should return and pass on text and other schoolbooks to schools and other children. We cannot, on the one hand, beat the Government up for their poor handling of environmental concerns and on the other hand refuse to hand over reusable books. Let us save some trees! At the same time, the overall economic impact of reprinting these books every year is on us all as taxpayers. Enabling the return and reuse of books will save us all.
In conclusion, Minister Manickchand has made some admirable strides in keeping above the corruption that the rest of the Administration are happy to wallow in. Thank you for the well-implemented system. To my fellow Guyanese brothers, sisters and children: Save and return books, please.
