Dear Editor,
In summary, the last sitting of Parliament has left an impression that increased transparency is urgently needed within the National Assembly. The only items that should be considered for additional funds at this late juncture of the fiscal year should be for materials and expenses already incurred that are pending payment; and expenses that can be realised within the remaining two-week timeframe. These expenses should be deemed necessary, urgent, and doable before the end of the fiscal year.
During the last two weeks of the year, which is a major holiday period in Guyana, no one has the realistic expectation that major public works or infrastructural and housing work will be implemented. We must temper our enthusiasm and be realistic in our approach. Workers are focusing on the festive aspects of the season and this is a period when productivity starts to wane. To aggressively pursue additional funds for the execution and implementation of major projects will bring into question the integrity of the budget process and those involved.
It is my hope that the current Administration does not put at risk its reputation and create the impression that they are in it for the short term. We must all guard against squandering the opportunities that have been given to us as a result of our hard work and integrity. Remembering that our resources are limited should help temper the enthusiasm to rush out and spend freely. We must plan for the long term and keep in mind the impact that our decisions today will have on future Administrations and future generations of Guyanese.
