A survey I recently conducted in Guyana reveals that Guyanese are not pleased with the Exxon contract and feel it should be revisited. Respondents say in the poll that the oil contract agreement signed by the preceding APNU-led coalition government was highly unjust and one sided and violate international norms. They want the contract to be revisited. They want a fair contract as well as enforced local content percentages in oil activities.
The nation is in favor of investment by Exxon and other oil giants to extract petroleum. They welcome oil exploration and production to enrich the country but they feel the country deserves more than 2% royalty. The respondents overwhelmingly feel that the nation is deprived of a fair amount of royalty.
They blame the APNU-led coalition for what they describe as a blunder in the contract negotiation. They say it was a poorly negotiated deal. “We didn’t bargain for right amount,” aptly described the national view of the oil agreement. They call on the government to legislate and enforce local content in the emerging oil and gas industry.
