DEAR EDITOR,
There is no need to recount ballots. There were no complaints about the counting of ballots at any of the polling stations. And there were no complaints about counting of SOPs except after 421 were completed in Region 4; all other SOPs in the other regions were properly and satisfactorily counted. A recount of ballots will take several weeks, if not months. The country will remain in paralysis while this process moves slowly along. Why go through with this expensive, lengthy process of recounting ballots in all regions when leadership is immediately needed to address the Corona pandemic?
Recounting of votes will not produce results significantly different from what the parties, observers, local Guyanese and the world community know. At any rate, according to the relevant laws, a recount is permitted but can only be done if there was completion of a count. The completion of the count requires a certification of SOPs. The certification of SOPs was never completed. It was aborted for Region 4 after 421 of 879 SOPs were completed; some 458 SOPs remain to be certified.
Mingo’s fraudulent count was thrown out by the court and also rejected by GECOM. So that certification needs to be redone. Mingo has been held in contempt of court for engaging in fraud and not following the directive of the court to engage in a transparent count of the SOPs. The Chief Justice in a court ruling ordered the completion of the process in an openly, transparent manner.
The verification of Region 4 must be completed. As instructed by the court, it must be done transparently in the presence of party agents as well as observers as was the case with the SOPs for the other ballot boxes. After the certification of SOPs, a declaration of the winner is made.
That process should come to a finale so that the country can move on to deal with COVID-19. If there are questions of the certification of SOPs or with the declaration of the results, then there can be judicial redress or GECOM intervention for a recount.
