Councillors of the Buxton/Foulis Neighbourhood Democratic Council (NDC) are raising concerns over what they believe is a deliberate ploy by former members of the committee to undermine their work.
Former Chairman of the NDC and Councillor, Nerpaul Purai, told Kaieteur News that the NDC which represents the interests of thousands of people in the two villages on the East Coast Demerara is being held to ransom by the old members of the Council.
The problem, he said, started after the People’s Progressive Party/Civic (PPP/C) won control of the Council at the Local Government Elections, in 2018.
He said that it was the first time the PPP had won the local authority area at the LGE and there was obvious disappointment from members of the former Council.
However, the Councillor said the disappointment became more evident at the handing over of books and financial records.
Purai said that when the Council changed hands, he obtained several documents including a letter signed by the Minister of Communities, Ronald Bulkan, to make changes to signatures on the Council’s bank account.
He said that documents were presented to Republic Bank requesting a signature change but the bank asked for additional documents such as the Tax Identification Number (TIN) of the NDC , financial statement and proof of address for the NDC.
Purai said that the request for the documents was forwarded to the overseer, who also sat on the former NDC.
“The documents were never handed over. She basically refused to give us the documents needed to make the change. We suspect collusion between her and members of the old Council.”
As a result, the Councillor noted that NDC has encountered its fair share of difficulties dealing with financial matters.
“For example, when any payment is required whether it is the payment of stipend for members of NDC, there is a hold up because the former Chairman and Councillor from the old Council have to sign off on it.”
He said, too, that certain elements of the NDC work are also under threat due to this.
“It is the first time that the PPP is leading Buxton /Foulis NDC but we are being hindered by certain elements of the old Council.”
Purai noted that complaints have been lodged with the Minister of Communities and the Local Government Commission, (LGC).
Kaieteur News understands that the matter has been under probe by the Local Government Commission for some time now.
However, Purai says that LGC is yet to take firm action in the case.
