The Ministry of Foreign Affairs wishes to provide some clarity on the content of an article as was carried by the Kaieteur News under the subject “Guyana officially de-recognises UK in trade pact with EU”, published on November 26, 2019.
While Guyana did sign the CARIFORUM- UK EPA on March 22, 2019 and a Memorandum of Understanding indicating its willingness to provisionally apply the agreement should the UK leave the EU with no agreement by the October 31 deadline, the agreement only takes effect when the UK actually formally leaves the EU.
The UK was initially scheduled to exit the EU on October 31, 2019 but subsequently received an extension to January 2020.
In light of that fact, the existing CARIFORUM- EU agreement remains legally binding on trade between Guyana and the UK and the recently signed CARIFORUM-UK agreement has no legal basis once the UK remains a part of the EU.
The Ministry recognises that the language of the Order as was published in the Official Gazette of Guyana dated November 1, 2019, to which the Kaieteur News article makes reference, would create some degree of confusion among our trading partners, at the policy level, and for traders more particularly. Therefore, necessary steps will be taken to ensure that this is corrected.
The Ministry of Foreign Affairs wishes to advise all traders that the UK has not been de-recognised in the CARIFORUM-EU trade pact and that the agreement therefore continues to govern bilateral trade between Guyana and the UK. (Ministry of Foreign Affairs)
