The role of public officials involvement in the public procurement process should ensured the Government of Guyana achieved value for money through fair, competitive, transparent and efficient processes.
Regional tender boards are created within each administrative region by the laws of Guyana in order to have jurisdictions over procurement.
Region Six has failed to comply with the National Procurement and Tender Administration Act in the formation of the RTB- this is a calculated act by the PNC to facilitate corruption.
Corruption in the administrative aspect of the region is resulting in the inefficient provision of services.
The shortage of fuel in Region Six is a living example of the gross mismanagement of the resources allocated for the purchase of fuel and even when fuel is being purchased for excavator to enhanced drainage and irrigation for farmers, it is alleged that the fuel is either being sold or private work is being done for PNC activists.
During the PPP/C tenure, no fuel was allowed to be collected in jars from any GuyOil gas stations, a system that was implemented by the then Regional Chairman, Zulfikar Mustapha, and was active until 2017.
Presently, millions of dollars of fuel are being collected in jars at the GuyOil station at Palmyra, that is facilitating the easy movement of fuel resulting in pilfering leading to the massive shortage of fuel in the Region Six.
The refusal to allow scrutiny of these fuel requisitions is a clear indication that there is serious fuel corruption.
Central Government; NDIA and the Regional Executive Officers are “peas in one pod” that is undermining the functioning of the RDC’s to ensure the PPP/C fail in the delivery of goods and services to the people.
