The deaths of five persons, involving a security vehicle and a private one, have prompted me to ask a question which has been bothering me for some time now.
Is there a Standard Operating Procedure governing the use of sirens by security vehicles (assuming that privately owned and operated vehicles are NOT permitted to use sirens)?
If there is such an SOP, are these security vehicles permitted to use such sirens when, e.g. NOT in an actual CONVOY, NOT in pursuit of a speeding private vehicle, NOT in the apprehension of a criminal, NOT in the attempt to prevent a crime, or for that matter, going to a restaurant to get a fried rice?
I have been told that sirens are being used by security vehicles (police vehicles, generally) to take children to schools, wives to markets, and even friends to “outings”, and have personally seen vehicles with sirens on, followed (at the same speed as the police vehicles) by private cars, mini buses and motorcycles.
I would appreciate a response by “a fit and proper” security official, please.
