I read with interest and concern an Article in the press by Professor Duke Pollard, former Justice of the Caribbean Court of Justice, in which he wrote touching and concerning the No Confidence Motion as contained in the Articles of the Constitution of the Cooperative Republic of Guyana.
I wish the Professor to inform us whether the Courts of Guyana and the Caribbean Court of Justice have the jurisdiction and power to overturn the No Confidence Motion properly passed by the National Assembly and confirmed by the Honourable Speaker, Dr. Barton Scotland.
I also raise another question – whether the Courts can fix a date for an extension of time for Election in the prevailing circumstances as the Constitution provides the process of extension of time is by a two-thirds majority of the members of the National Assembly.
