The Guyana National Bureau of Standards (GNBS) under the Standards Act of 1984 and amendment of 1997 intends to do more under its Product Compliance Programme in the monitoring of some fifteen categories of imported and locally manufactured products.
Through the aggressive monitoring of products for compliance to requirements of national standards the quality of some products offered for sale to consumers will improve.
Currently, products monitored by the GNBS are Domestic electrical appliances, Tyres (new and used), textiles, garments, footwear, PVC pipes, Weighing and measuring devices, Furniture, Gas stoves, Cigarettes, Safety matches, Safety helmets, Cellular phones, Christmas Tree and decorative lighting outfits and Toys and playthings.
The list of products monitored by the GNBS can grow based on the availability of relevant standards for products, especially if consumers are complaining of their poor quality. In fact, the GNBS is collaboratively working with the Government Electrical Inspectorate (GEI) to put the necessary system in place to commence the monitoring of electrical fitting and equipment based on newly developed standards.
Over the years, there have been complaints made by electricians and homeowners regarding the quality of these items.
Monitoring of products is usually challenging but the efforts are rewarding. During last year (2018), a total of 288 importers, 49 used tyre dealers, 167 cellular phone dealers, 7 local manufacturer and 3 manufacturers of scales were registered under the GNBS Product Compliance Programme.
In addition, the GNBS was successful in conducting 2,250 inspections at Ports-of-entry and at importers’ bonds and warehouses. A number of products were seized or destroyed because they failed to meet relevant requirements.
The monitoring of products in any country for compliance to standards is essential to ensure consumers get the level of satisfaction and benefits they need from such products. This can only be achieved if there are established national monitoring mechanisms and systems in place to ensure that goods offered for sale are of acceptable quality.
These mechanisms and systems must be grounded legally and guided by the requirements of standards and other technical requirements.
It is important to note that the GNBS does not monitor foods, drugs, cosmetics, medical devices, plants and animals, meats and seafood as is the perception of many. It is only mandated to develop national standards pertaining to these commodities and monitoring is done by other Regulatory Authorities.
The GNBS will continue to monitor the quality of products that fall under its purview to ensure compliance to available standards and guidelines, which will ultimately provide consumer protection and satisfaction. Importantly, Importers, manufacturers and dealers and even consumers; all have a significant role to play in ensuring quality when selecting, manufacturing and selling products.
