The construction of new divisional headquarters and repairs to several police stations are said to part of a wider effort to decentralize the Guyana Police Force (GPF) through the establishment of regional forces.
Defending budgetary allocations for the GPF in the National Assembly yesterday, Minister of Public Security Khemraj Ramjattan alluded to plans to improve buildings, including the construction of four new divisional headquarters in Regions One, Four, Five and Eight.
“It is part of the realignment of the divisions into regional divisions, so we are going to have Region one Police Force, Region Two, Region Eight up to 10 rather than A B C D up to F, and the F takes care of four regional divisions,” Ramjattan said in response to questions posed by Opposition Member, Clement Rohee.
Under the budgetary allocation approved for the Force, the new divisional headquarters are to be constructed at Golden Grove, Fort Wellington, Mabaruma and Mahdia.
“We want a Commander, necessarily a senior Superintendent or Assistant Commissioner, to be the persons who are going to be living there taking charge of all matters there…and not being at ‘F’ Division, and then nothing happening at Lethem, Mabaruma or Bartica,” Ramjattan explained.
In 2019, there are also plans to rehabilitate the Special Branch building along with the Brickdam, Leonora, Anna Regina and Cove and John Police Stations.
Currently, there are seven divisional headquarters, which are headed by commanders. The composition of the divisional headquarters also includes a second in command, divisional detective officer and an officer in charge of traffic. These are ‘A’ Division headed by Assistant Superintendent Marlon Chapman; ‘B’ Division headed by Senior Superintendent Paul Langevine; ‘C’ Division headed by Senior Superintendent Calvin Brutus; ‘D’ headed by Senior Superintendent Edmond Cooper; ‘E’ Division headed by Superintendent Linden Lord; ‘F’ Division headed by Senior Superintendent Kevin Adonis and ‘G’ Division headed by Superintendent K. Pareshram.
Two months ago, Commissioner of Police Leslie James promised that the police force will see major improvement, which included an aviation unit, enhanced maritime department, training and the rehabilitation of several police stations countrywide.
Government is leaning on the final report on the Security Sector Reform Project (SSRP), which was prepared by British security expert, Lt. Col (Ret’d) Russell Combe.
Combe, whose office was housed at the Ministry of the Presidency during his one-year tenure in Guyana, has received a further contract extension through to 2019 to help implement the recommendations contained in the report.
According to Combe, the report is a dynamic document that builds upon previous work and also a reference document for the various security sector players and actors.
He noted that the report places emphasis on the Police Force. It includes recommendations for improvement of the criminal justice system, the Guyana Coast Guard and the Guyana Prison Service.
The UK, Combe outlined, doesn’t want to see the report sitting on a shelf gathering dust.
