Opposition Parliamentarian, Irfaan Ali, said that the Government of Guyana acted illegally when it signed away $335M for a National Property Valuation project before the National Assembly approved the funding.
Ali said yesterday that the contract was signed in October 2018 for the project, which was originally slated to start in the latter half of 2019. However, the project has been moved up to commence in early 2019.
Ali told the House that committing funds assigned for the 2019 budget is in contravention of the Fiscal Management and Accountability Act, Section IV, which states that it is illegal to spend resources before they are approved.
In response, Minister of Communities, Ronald Bulkan told the House that, though the commission of the funds wasn’t approved by the National Assembly when it was signed away, it was approved by Cabinet.
Ali and other members of the Opposition questioned whether Cabinet should be approving funds that should be voted on by the National Assembly.
The project in question is meant to update Guyana’s National Property Inventory, for which Municipal Property Assessment Canada (MPAC) was contracted. The project is intended to introduce new technology to build the capacities of local government officials.
Later that day, the National Assembly granted $8.3B to the Ministry of Communities, its budgetary allocation for 2019.The House approved $2,772,199 for its Current Expenditure and $5,549,500 for its Capital Expenditure.
