– contractor now driving piles
Discrepancies in payments to contractors were some of the troubling issues highlighted in the auditor general’s report for 2017.
Auditor General Deodat Sharma reported that one contractor received a total payment of $112.1M for works which were yet to commence.
From $112.M, the contractor reportedly received some $73.1M in advance payment from the Ministry of Public Health for a project, on which, to the date of the report, no significant work had been done. He received the other $39M from Region Ten for the construction of a regional administration building.
According to a Ministry of Public Health official, the down-payment was made for the construction of a new Ministry of Public Health headquarters, but as a result of several issues commencement of the project was delayed.
However, he explained that the project began a few months ago, then ceased for a period, but to date he is noticing a rapid rate of driving piles.
“It was a little long delay, because of some issues… but the project has already started … they are currently driving piles,” the official told Kaieteur News.
The official also revealed that no one has been sanctioned in relation to the payment and lack of work and maintained that there were issues attached to the commencement of the project.
But when asked what these issues might be, the official referred all questions to the Permanent Secretary of the Ministry. However, despite several attempts, Kaieteur News was unable to reach the PS.
The contract to build the new headquarters was handed over to Chung’s Global Enterprise in November 2017 for a total of $365M.
