In a matter of weeks, a Chinese contractor is expected to hand over a modernized Cheddi Jagan International Airport (CJIA) to the Government of Guyana.
In addition to what is supposed to be an altogether brand-new terminal building to house arrival and departure areas, according to the November 10, 2011 contract, there will be a longer runway- from 1,066.8 meters, to 3,336.8 meters.
That contract, to the tune of US$150M, with the China Harbour Engineering Company (CHEC) states that a brand-new two-storey terminal building was to be built west of the existing one. The old one will be torn down, at the expense of the people of Guyana.
The new building is to be divided into two parts; the terminal building and the
departure lounges/gates and arrival concourse.
In the second floor of the terminal building (the Departure area), the contract says that the airport would have airlines’ back-of-counter office space; space for concessions and security check point (x-ray).
In the contract to modernize CJIA, China Harbour was supposed to built a brand new terminal building that looked something like this.
On the first floor, in what was supposed to be the arrival area, CHEC said that there would be baggage make-up rooms: Immigration; baggage claims (inbound); Customs; a greeter’s lobby; ground transportation; 20 check-in counters and passenger drop-off zone.
In the second floor (passenger level), it was agreed that there would be departure lounges with eight loading bridges; space for concessions; sterile corridors and airside operations.
The contract did not specify but said that eight sets of passenger boarding bridge should be purchased. The passenger boarding bridge would serve a wide range of commercial aircraft of ICAO Code C, D and E based on the actual apron condition.
According to the contract, 20 check-in counters and the 20 relevant weighing scales will be arranged in the new terminal building on the second floor.
The airport would have boasted two sets of hold baggage inspection (including X-ray baggage scanning machine with the relevant baggage conveyors should be arranged near the check-in counters.
Also to be installed would be four sets of X-ray hand baggage scanning machines – three sets for the departures area and one for the VIP.
The airport was also supposed to boast two sets of escalators and two sets of accessible elevators.
In addition, it was the plan to install three sets of baggage claim turntable in the new terminal building on the first floor along with four sets of walk through metal detectors.
What the modernized airport is supposed to get would be critical as within a few weeks, the entire facility is scheduled to be handed over after being delayed almost two years.
Guyana has taken a US$138M loan from China and was supposed to plug the rest – US$12M.
However, the project appears to have been drastically modified with the same contractor working.
There have been no details from Government whether that US$150M has been slashed.
What is known is that instead of what is supposed to be a brand new terminal building, there is a smaller structure and a renovation of the old terminal building.
The Opposition has been silent on a contract, which they signed secretly with CHEC in Jamaica, a few weeks before former President Bharrat Jagdeo ended his tenure in 2011.
