The Environmental Protection Agency, (EPA) in a continuing effort to combat the ill – noise nuisance, hosted a one-day management course for fifty ranks of the Guyana Police Force.
The training, which was formally opened by Minister Khemraj Ramjattan of Public Security, was conducted to provide an understanding of the various compartments under which certain rules and regulations apply.
The Minister in his remarks noted that noise nuisances might lead to a variety of social problems. He asserted that while citizens are free to do as they please within the legal boundaries, they should not harm others in the process. He then reminded that under the Environmental Protection Act and Noise Management Regulations, persons can be prosecuted. He also noted that other measures could be taken against perpetrators, such as seizing equipment, revoking licences, and increasing fines.
“I want policemen to know about the laws and how they should be enforced,” Minister Ramjattan said, adding that once all officers employ the increased training opportunities provided, there will be law and order in the society.
According to the Executive Director of the Environmental Protection Agency, Aminah McPherson-Damon, the entity aims to promote an environmentally conscious demographic. Further, McPherson-Damon, who also serves as the organization’s Legal Corporate Secretary, explained that regulations prescribe penalties for those who breach them.
In addition to this, she noted that despite a sound framework, more work remains, hence the need to equip ranks with the legal framework and technical competence to deal with these issues.
“It is hoped that today’s workshop is another step to achieving these lofty ideals.”
Furthermore, participants of the training session were given an overview of the EPA’s role in noise management, noise control case studies, noise regulations, effective noise management through the Noise Task Force, evidence-based enforcement of noise regulations, a field visit and practical sessions.
Four hundred and seventeen noise nuisance cases were reported for 2017.
