– helped to unearth $40M fraud
Despite not serving the full term as Chairman of the Diamond/Grove Neighbourhood Democratic Council, Bharat Narine is being dubbed as the best performing Chairman within Region Four (Demerara-Mahaica) by several of his colleagues.
Several overseers and NDC chairmen attending the recently held second annual Region Four NDC’s Retreat and Fun day dubbed Narine’s performance as exceptional, implementing several initiatives, projects and programmes in his almost two years at the helm of the NDC.
Narine was instrumental in the discovery of a massive fraud involving over $40M. This led to several new and innovative systems being implemented within his and several other NDCs,
Chairman of the Haslington Grove NDC, Roy Kingston hailed Narine’s leadership as one that many should emulate, noting that despite his political affiliation he set that aside, thus ensuring that residents could benefit from great leadership.
“What is very impressive with Chairman Narine is that he didn’t allow his political beliefs to get involved in serving the people of Diamond/Grove or working along with a number of councillors on the other side of the house. This is the kind of leadership that we need among our leaders and in my mind, I will always recognise him for the great stewardship and leadership that he has provided to the people of that NDC,” Kingston said.
Chairman of Buxton Foulis, Deon Abrams congratulated Narine, stressing that his success is evident because of his ability to establish several standing committees that have been effectively working. This, he said, is critically important in being able to garner the anticipated results.
Abrams expressed serious concerns regarding the approach of the Regional Democratic Council (RDC) in interacting and handling the NDCs. He said that several of the NDCs are unable to achieve any measure of success because they are not allowed to independently manage their affairs, but are being dictated to by those at the regional level.
“The problem that many of the Chairmen especially in Region Four have, and some of them have jumped off the ship and are running independent, is the domination, which is supported by the Regional administration and all the efforts to change this has been met with stern resistance…,” Abrams said.
Long serving Chairman of the Caledonia/Good Success NDC, Dwarka Nauth also praised Narine’s leadership.
“I have been involved in Regional and NDC Council related service since 1992 and I can tell you that other NDCs can achieve similar or even greater success than Diamond/Grove if they are prepared to focus on the work at hand and put politics aside,” he said.
