The Ministry of Social Protection through the Child Care & Protection Agency launched an electronic Child Protection Information Management System (CPIMS) on Friday, last.
The CPIMS is an electronic-based integrated set of processes for the routine collection, analysis, and interpretation of data used in the planning, implementation and evaluation of child protection. The programme is sponsored by the United Nations Children’s Fund (UNICEF).
The CPA believes that the CPIMS will maximize errors, reduce case management, lead time and facilitate data mining with automated reports.
Aside from Guyana joining a number of countries using the Primero software which will help with tracing and tracking through the use of the CPIMS.
The Primero software is an open source software platform that helps humanitarian and development workers manage protection-related data, with tools that facilitate case management, incident monitoring, and family tracing and reunification.
Featured in the CPIMS are Digitization procedural forms such as Intake, Risk Assessment, Admission and Referrals Forms, along with others that should form the front end of a database.
This database will be mined to auto-generate live reports, dashboards for the automated generation of live statistical reports on intake activity and cases relating to child abuser and sexual offenders’ registry for in-house viewing, and registry for duly registered daycares.
Initially, the CPIMS will focus on bolstering the Intake Department and the work of the South and North Georgetown caseworkers.
The CPA has taken measures to address both the demand/supply needs in terms of their services and is placing heavy focus on Child abuse.
“Our average caseload is 300+ cases per month and in line with ensuring that we achieve results, we are taking actions to strengthen both our case management and referral systems and introduce a registry (especially one for child abuse).”
UNICEF also expressed similar views. “The registry for child abuse cases will also be important in terms of tracking and monitoring cases and informing research to both offer some prediction and prevention of violence.”
The CPA told Kaieteur News that it believes that by advancing technology, it would be able to meet its targets and that the data will be protected. “Access to this data by us will inform our theory of change and evidence to prevent and respond- especially to child sexual abuse.
“We believe in innovating and using the technology that we have to meet our targets.”
UNICEF also stated that even though the paper-based system has its benefits, it could be the cause of a lot of inefficiencies.
“Indeed, while a paper-based system has its benefits it can contribute to delays and inefficiencies and limited performance measure and reporting, given the need to ensure that services are integrated within Ministries and across Ministries.”
The CPA also expounded on the view that the introduction of a registry will allow them to build the evidence on the range of sexual offenses, the profile of offenders and circumstances surrounding cases by being able to expertly and efficiently prioritize cases, reduce bottlenecks in the system and track cases.
The CPA expressed its contentment in the launching of this project. “We are happy and excited to see this process off the ground and we are committed to children, we are happy with partnerships and thanks to UNICEF for supporting.”
In addition to the CPA’s expression of contentment, UNICEF also extended congratulations to the “CPA and Director Ann Greene for this initiative and critical development” and to the Ministry of Social Protection for getting on board traditional and non-traditional partners who can act to prevent violence.
The CPIMS project was seen as the first step in developing a stronger case management and referral system. This is according to Sylvie Fouet (Guyana’s Representative from UNICEF).
Fouet said that the CPA will have continuous support from UNICEF to ensure that every child is protected from harm.
