Vice President of the Guyana Market Vendors’ Union (GMVU) Carol Carter yesterday accused the Georgetown Mayor and City Council of ignoring complaints that she made, including some that were made against the council and its subsidiaries.
She made the charges while giving evidence at the Commission of Inquiry into the Affairs of the Council.
Carter shared what she said were her own experience of having her stall at the Stabroek Market and goods seized.
Carter, who has been vending for 17 years, related to the Chairman of the CoI that she applied for and was granted “Stall Five” at Section Seven of the Stabroek Market Vendors’ area. Since 2013, she has been paying a rent of $2,520 for that spot.
However, in early 2015, the clerk of the market, Simone McKend-Charles, allegedly asked her to move from Stall Five to Stall Two. She said she refused, stating that the clerk’s explanation for asking her to move was “flimsy”. Because of this, the McKend-Charles took the spot away from Carter, prompting her to complain to then Deputy Mayor, Patricia Chase-Greene.
Carter said that, as a result, the Chairman of the Market Committee made a request for the market clerk to return the stall, which the clerk refused to do
Carter said that, in January 2016, Sherlock Lovell ascended from the Deputy position to be the Clerk of Stabroek Market, after the former clerk resigned. He had given her permission to build a stall, which she did in 2016 to the tune of $145,032. The next day, she said, the revenue staff of the Stabroek Market removed the structure. In response, she attempted to seek recourse from Town Clerk Royston King.
She wrote to Royston King, the chairman of the market committee, all of the city councilors and the Mayor. Unto this day, she has not gotten her stall back, she said.
Carter believes that she is being persecuted because of her membership on the Guyana Market Vendors’ Union (GMVU).
The Commission of Inquiry into the affairs of the Mayor and City Council is headed by the Local Government Commission. Its purpose is to examine, advise and report on irregularities of the administration, its operations, and the management of its financial affairs. The Chairman appointed to lead these proceedings is Retired Chancellor of the Judiciary, Justice Cecil Kennard.
