The road accidents are nowhere near to ending. There will be another fatality east of the city because of the road construction. Alcohol would play a major part. A car would hit a huge indentation on the road before crashing into an immovable object.

Criminal activity is indeed down but there are some who insist on a life of crime. The motorcycle continues to be the preferred movement for criminal activity so this duo would use the bike to commit a robbery.
However, there would be an obstacle in the form of a truck. Abandoning the bike would not help one of the criminals.

A government agency would discover a fraud, one in a long list. This suspect would be a senior officer and the discovery would lead to a more detailed inspection of the accounts. The authorities would find millions more in a special bank account.
