The Preliminary Inquiry (PI) into the murder of Travel Agent, Reona Payne, who was allegedly shot dead by Orwain Sandy, a former Captain in the Guyana Defence Force (GDF), will commence next week Tuesday.
Principal Magistrate Judy Latchman told the court that the hearing of the PI will begin on that day.
The killing occurred on March 31, last, at Alexander Village, Georgetown. Payne, who reportedly sustained 14 gunshot wounds about her body, died on the spot. Sandy surrendered at the Ruimveldt Police Station immediately after the shooting.
Just recently, Police Prosecutor Shawn Gonsalves presented the court with a psychiatrist report on Sandy. That medical report was prepared by Government Psychiatrist, Dr. Bhiro Harry, who examined Sandy and deemed him competent to stand trial for the capital offence.
Lawyer for Sandy, James Bond ,was granted permission by the court to seek assistance from an overseas-based psychiatrist. The findings of Dr. Harry’s report have since been sent to that psychiatrist.
According to Bond, the overseas-based doctor will be called as a witness for his client, when he (Bond) is called upon by the court to lead a defence on the matter.
Based on reports, Sandy, who was the Aide-de-Camp to the Chief-of-Staff and has since been interdicted from duty, surrendered to lawmen shortly after he allegedly shot Payne several times.
It was reported that Sandy and Payne were seated in a car when the two got into a heated argument. Sandy allegedly shot the woman several times about her body, killing her instantly.
He then drove himself to the station where he reportedly told the police what had transpired. He also handed in his weapon and was placed in custody.
Payne, who was a mother of three, and Sandy were not married, but were living together for about three years. The two had launched a business, Prestige Taxi Service, at the recently concluded Wedding Exposition.
