Dear Editor,
Mr Changalee’s suggestion that Guyana could be paid to keep its oil in the ground is an excellent ideal for a country that aims to achieve a green revolution. However, I have some questions for Mr Changalee that I would like him to answer.
Who would set up the US$100 billion fund – Guyana? Perhaps, Guyana in conjunction with the UN?
Where would the money come from? That sum isn’t exactly chicken feed. Have you any suggestions as to who or which organizations would be likely to contribute?
How do we protect such a fund, and the annual income from its investment, from rapacious politicians? Even if you think the present lot are above reproach (which I do not), this is a long-term investment extending over several changes of government.
Remember we are now listed among the most corrupt of countries.
