The Ministry of Social Protection has the mandate of mainstreaming gender in Guyana. Gender mainstreaming is a globally accepted strategy for promoting gender equality.
According to the United Nations Entity for Gender Equality, mainstreaming is a strategy to achieve the goal of gender equality. The mandate for gender mainstreaming underpins the comprehensive provisions for action addressing the concern for mainly the development of women.
Regional Governments have attempted in various ways to advance gender equity not only through substantive policy but also through administrative reform. In Guyana the Ministry of Social Protection has to carry out the mandate.
In order for the Ministry to achieve its goal, the Gender and Social Inclusion policy is needed.
The policy in its final stage of formulation; however, in spite of the existence of the policy instrument and institutional frameworks, programmes on gender mainstreaming will not be effective without capacity-building.
As such, training sessions will be held to help participants understand the concepts on gender mainstreaming. The participants will be drawn from the Gender Focal Points within the Ministry of Social Protection, other Ministries and selected State Agencies.
Last year, President David Granger spoke of government’s commitment to addressing Gender issues towards fulfilling its obligations to the United Nations (UN)-led Sustainable Development Goals (SDGs).
“Gender equality cannot be achieved in the absence of a more equal society. Enforcement of legislation to protect women, to prevent abuse and to promote greater equality must be more robust. The disparities between hinterland and coastland and between rural and urban communities, for example, must be reduced,” the President said.
“We have to change our attitude to gender equality. We can move much further by removing the barriers to gender equality by ensuring that geographic, occupational, political and racial differences are diminished. We can do so by empowering women by ensuring that our communities, committees, commissions and our councils at all levels are more representative. We can do so by providing more opportunities for women’s employment by developing small and micro industries in villages and communities and by encouraging corporations to promote qualified women to executive positions.”
“The vicious cycle of poverty has to be broken in order to create a virtuous cycle of gender equality. Jobs are necessary to enable poor women to enjoy sustainable incomes and to have a chance at exiting poverty.”
