The Public Accounts Committee (PAC) is not only displeased, but quite concerned that there are six agencies which are yet to address overpayments to contractors.
In its most recent report, the PAC which is headed by Opposition Parliamentarian, Irfaan Ali, said that these agencies include: The Ministry of Agriculture and Regions One, Four, Five, Eight and Nine.
The committee recommended that the heads of these budget agencies take all necessary steps to recoup overpayments which would have been flagged in the Auditor General’s reports for the years 2012, 2013 and 2014.
There isn’t a single report by Auditor General, Deodat Sharma which does not detail complaints on the failure of budget agencies to address overpayments to contractors.
Sharma’s latest report states that the issue of overpayments along with two other factors dominated his findings. He viewed it is a matter of “grave concern.”
In that document, the Auditor General said that overpayments amounting to $82.658M were made on measured works on ninety-eight contracts administered by Ministries, Departments and Regions in 2016, of which sums totaling $65.076M and $17.582M were in relation to Regions and Ministries/Departments, respectively.
Sharma said that included in the sum of $65.076M were overpayments amounting to $45.265M or approximately sixty-nine percent in Regions 1, 8 and 9. Included in the sum of $17.582M overpaid on contracts in Ministries/Departments were amounts totaling $11.989M and $3.467M or approximately sixty-eight and nineteen percent for the Ministries of Public Security and Public Infrastructure, respectively.
