President David Granger will address the opening of the World Water Forum today, Monday in Brasilia.
The 8th World Water Forum is the largest water related event organised by the World Water Council.
President Granger is leading a 15 person delegation to the WWF where the Caribbean is expected to garner donor support for a Strategic Plan for water. The Plan, which is being coordinated by the Caribbean Water and Wastewater Association (CWWA) is being supported by the Inter-American Development Bank (IDB) and Caribbean Development Bank (CDB).
Patricia Aquing, Executive Director, CWWA explained that the objective of the Caribbean presence is to give the region a voice while lobbying for donor and other support for the strategic plan.
“Here, we are presenting elements of the plan and we are hoping that we can convene a donor group meeting,” she said, adding the aim is to eventually have this plan implemented at the regional level.
Among the issues high on the plan’s agenda is to address water in the climate change context, non-revenue water and assessing the quantity of water in respective to Caribbean territories. The region has seen a record number of hurricanes, storms and in some countries, droughts, giving it the unfortunate label, “a water-stressed region”.
Aquing explained that this is among the reasons the strategic plan aims to develop national actions plans for water, “at the regional level we recognise that there is a lack of coordination in the water sector,” she said.
“That is one of the elements we will be discussion to see how the various agencies in the water sector can get together to better coordinate so that we wouldn’t waste resources”.
The region hopes to use the plan to address non- revenue water and Aquing pointed out that the management of this resource must be a priority, “whether or not infrastructure needs to be re-engineered, whether human capacities needs to be rebuilt to cope with these issues and to remember that all of these are placed in the context of climate change,” she said.
The 8th World Water Forum is a global event and is expected to attract more than 35,000 persons.
