Dear Editor,
Please allow me to respond to a letter that was carried in the Guyana Chronicle on Sunday February 4, 2018 under the captioned “Abel Seetaram’s statements misleading”. It was written by Mr. Vickchand Ramphal, Regional Chairman, Region Five.
If the Chairman read the minutes that was adopted by the RDC in December 2017, he will clearly see that in August 2017 under the chairmanship of Mr. Rion Peters corrections were made to the minutes so that the truth can be revealed.
At the RDC statutory meeting held on August 17, 2017 on the agenda is the heading “Minutes-Correction/Omission”. On page one of the minutes under item 4 (i) Corrections/Omissions it is stated that page 5 (April Minutes) – first paragraph should have read “The Chairman stated that he would have to carry out an investigation with regards to the excavator being used for personal used and provide the evidence”.
On the said Agenda is item number 5 “Confirmation of minutes”. On page 2 of the said minutes under item number 5 – confirmation of minutes, a motion was moved for the confirmation of the minutes and members on the PPP side Ms. S. Baldeo moved that motion, while Mr. M. Hassan seconded and it was assented to by the chairman.
On January 18, 2017 at the RDC statutory meeting under the chairmanship of Vickchand Ramphal, the minutes of the December 2017 RDC statutory meeting was laid in the house. On the Agenda under item number 3 is Announcements. In the minutes that was laid to the house under item number 3 on page 1 it is stated “The Chairman stated that he did not investigate the claim of misuse of an excavator by persons. He requested that they continue their meetings, working as a team in the interest of the people of Region 5″.
It also stated ” Councillor A. Seetaram acknowledged the Region Chairman’s statement and stated that the council should move forward with the business of the house since it was accepted that no investigation was conducted.
Under item 5 of the agenda – confirmation of the minutes, a motion was moved for confirmation of the December 2017 minutes by Hon. D. Crawford of the APNU+AFC side, while it was seconded by PPP councillor Hon. S. Baldeo and assented to by the chairman himself.
The Regional Chairman is the one that assented to the said minutes, so he knew what was mentioned. Now he wanted to tell the public that he never said that the investigation into the misuse of the excavator will be done by him. The minutes of the RDC statutory meetings will prove to the chairman that he is barefacedly and blatantly lying.
Well, Mr. Chairman, something seems to be wrong with you or maybe you were put in a position that you cannot manage.
How could we on the APNU+AFC side find favour in doing so when you have told the house that the investigation and findings of the said matter will be done by you and brought to the house?. Why are you lying on the entire council, when it’s your fault?.
The chairman needs a check-up, because we on the government side of the house indicated to the house that we will no longer take part in RDC statutory meetings until he, the chairman, bring the findings of the matter at hand to the house.
We have reasons for not wanting to sit and allow him to carry on with the meetings after he disrespects the Clerk of the house, who is also the accounting officer of the region, the REO.
He went further on to brand some of the heads of departments in attendance at the April sitting as APNU+AFC personnel.
But it seems that the chairman has memory loss or maybe he is just playing the “an man tan man” game of his party.
What I found interesting is that in no part of the letter the chairman indicated or find the time to respond to the other allegation of hiding critical information from the RDC and administration. That was interesting.
In the last paragraph of the letter the chairman who keeps lying to the readers and residents of Region Five, wants to lay the blame on the government side of breaking up the RDC meetings. He stated that we on the APNU+AFC side have once again signalled our intentions to do so if we do not have things our way.
Well, well this man seems to be very forgetful or he is trying to paint a holy picture of himself as the icon of truth when he is lying and misleading the people through his barefacedness and blatant lies.
The chairman may be far from what he preaches about parliamentary practices or maybe he dreamt the night before he wrote the letter, of being a parliamentarian. Hope if you get that opportunity he won’t be constantly lying to the house as he has been doing to the RDC.
We on the APNU+AFC side of the council are calling on the Regional Chairman of Region Five to stop misleading the public in the barefaced and blatant lies.
