Dear Editor,
As long suspected, President David Granger lives in a cocoon, isolated from reality, and blames the PPP/C for all the incompetence and administrative failures of his Administration. In an article published in the Guyana Chronicle on August 2, Granger accuses the Region 5 RDC councilors of being “uncooperative.” He said, “Many times the Minister of Communities would call a meeting and they would not show up. The Regional Chairman wouldn’t show up, the councilors wouldn’t show up and the Mayor too.” So unless the President was misquoted or he was referring to the REO, Ovid Morrison who acts like he is the Mayor of Region 5, it seems that President Granger is not even aware that Region 5 does not have a Mayor.
But that aside, Granger is also quoted as saying, “We expect resistance from the Opposition, but it is uncooperative to the level of being dysfunctional. And, if you have a system in which [the] regional administration refuses to cooperate with the Central Government, it is beyond defiance, it starts to become dangerous and I think the Opposition has to bear responsibility for that.”
Editor, I am appalled that the President has chosen to ignore the erratic behaviour of his drug-addicted councilor who disrupted and prevented RDC Statutory Meetings from being held for 7 long months, while demanding an apology from the Regional Chairman for not attending a function he was not invited to. But now we know what caused this behaviour. And for 7 long months, the President said nothing.
While I have written extensively about the disruptive behaviour of this former APNU+AFC Councilor Carol Joseph, it was not until her drug addiction was made public that she was forced to resign.
Even so, nothing changed, for her side-kick Abel Seetaram and the REO, Ovid Morrison simply took over where she left off. But while Abel Seetaram remains a mosquito that tries his best to annoy PPP supporters while being protected from the fly swat by his drinking buddy, the Minister of Public Insecurity, it is the arrogant and self-righteous REO, Ovid Morrison that poses the greater danger to social cohesion and progress within the Region.
Ovid Morrison often boosts about his long-standing ties with the PNC, and the support he enjoys from the President. And why not? If with all the documented evidence of Morrison’s egotistical behaviour that allows him to walk out of the RDC Statutory Meetings and refuses to meet with the Regional Chairman, President Granger still believes the PPP/C Councilors are the ones uncooperative, then the President is either genuinely aloof or a lousy mischief-maker.
Let me assure the people of Region 5, that your representatives, the PPP/C Councilors will always cooperate in the best interest of the people of our Region and will never be bullied in supporting any action that will bring them additional hardship or undermine the democracy that our people enjoy.
How can one co-operate or support:
· When APNU/AFC Councilors publicly and in meetings indicate to the Regional Chairman that they will make the Region ungovernable for him.
· When the REO makes unilateral decisions to remove cash-crop farmers from their farms at Naarstigheid putting them on the breadline.
· When the REO unilaterally hands out government resources that are allocated to the Region, to his friends.
· When the REO unilaterally decide to withhold teachers’ salaries and blatantly disrespect our teachers by refusing to meet with them and their union.
· When the REO show disdain and disrespect for the Office of the Regional Chairman and refuses to meet with the Regional Chairman to discuss the many issues affecting the people of Region 5.
It is the PPP/C that has always supported programs that benefited the people, and we have a history to be proud of. We have never attempted to cut the national budget nor deny anyone the good life.
It is duplicity on the part of the government that is responsible for the lack of progress in Region 5 and the rest of the country because characters like Ovid Morrison is replicated throughout the government. But don’t tell that to President Granger, he is still living in a cocoon.
HARRY GILL
PPP/C Member of Parliament
