A former board member of the Central Housing and Planning Authority (CH&PA) is coming out full blast, raising critical questions about the operations of that state-owned entity.
According to the Facebook page of former member, Mark Jacobs, a blog site- anticorruptiongy.wordpress.com- has been established especially to upload the documents, which included emails and other correspondences to senior officials.
The whistle-blowing publications even made mention of Minister Valerie Adams-Patterson.
The entity has been coming under severe fire for its transactions and housing projects prior to the May 2015 elections which brought the David Granger administration to office.
Despite a new Board of Directors and some new faces, CH&PA has been in the public radar as the housing sector faced a major slowdown.
It has run out of lands and the administration said it wanted to assess the programs and determine a more sustainable one that will see complete community being built instead or mere lands being allocated.
The administration has since announced plans to build over 700 housing units including condos, small homes and duplexes to cater for low income families. That programme has been valued at over $5B.
However, according to Jacobs and blogs, it appears that despite the seeming good intentions of the administration, the collusions and corruption incidents in CH&PA seem rampant.
Many of the old faces who were fingered in crooked deals have been retained by CH&PA, it was alleged.
Government ended the life of the previous board, headed by former city mayor, Hamilton Green, way before the June expiration.
There were serious clashes between previous board members over a number of issues.
According to Jacobs in his blogs, the Freedom of Information Act allows Guyanese right to information for persons to secure access to information under the control of public authorities in order to promote transparency and accountability in the working of the Government and public authorities.
The blogs included details of the staffers in the CH&PA’s Project Department and Land Allocation Department.
There were details of all those who received house lots in Providence at the Remigrant Scheme and even complaints that were made of a water leak in the Remigrant Scheme.
Jacobs also released correspondence of what appeared to be the discovery of payroll fraud and other human resources deficiencies.
Also released was a correspondence about $25M theft in pipes from the CH&PA sites in Providence.
With regards to the Remigrant Scheme, Jacobs also released emails on concerns that 90 percent of the allottees were not even remigrants.
There was also one correspondence of Jacobs, as board member, being told by a staff member that he has been instructed by the sitting Minister not to respond to Jacobs’s queries.
