Several matters engaged the concluded Heads of Missions Conference. Among those discussed by the country’s 20 Ambassadors stationed abroad were the enhancement of export capacity and attracting investments

This was confirmed by Vice President and Minister of Foreign Affairs, Carl Greenidge, during a press conference yesterday following the conclusion of the conference at the Georgetown Pegasus Hotel.
Greenidge was asked whether specific areas were identified and on which Guyana’s foreign missions would have to focus when promoting the country’s interests abroad.
His response was that the issues of cooperation to enhance export capacity, cooperation in order to attract investments and trade laws would have been dealt with by a wide range of dialogues.
He said that these discussions would have covered both the countries where trade agreements were considered relatively successful and those where the country would have to do something to enhance performance on the Guyana side.
“Trade constituted a significant topic among the exchanges as did investment and the various arrangements for improving trade and problems in some of the markets of relatively low levels to get the potential. We discussed for the example extensively what might be done in Southern Africa or South Africa in particular.”
He said that the Ambassador to South Africa is considering various areas where there can be cooperation. These areas include human resource skills, institutional arrangements, the skill and market strengths of South Africa and the availability in Guyana of a range of minerals such as semi-precious stones and diamond production.
However, Greenidge explained that although those issues are discussed and promoted by the Guyanese Ambassador, Guyana does not control the implementation of measures in the host country. Ultimately, he said that Guyana’s Foreign Ministry is primarily focused on generating the ideas within host countries for them to hopefully endorse the missions abroad.
Some of the other areas which were discussed included the oil and gas sector, geographic indicators and the Economic Partnership Agreement with the European Union.
Greenidge said that the purpose of the conference which began on Monday was to allow the members of the administration and those who formulate foreign policies to hear from the operatives or Ambassadors who are located across the globe about their impressions on events which have been taking place.
He said that the Missions provided information on trends within countries, within multilateral fora and the free markets. Also, he said that the conference provides the Missions with the opportunity to hear from their principals through the Ministry and Minister of Foreign Affairs of any changes, priorities and concerns the principals wish to highlight.
“The programme has been quite an extensive one. We tried to pack it with a number of things, bearing in mind that we have Heads of Mission who whilst they are well equipped academically and otherwise with a wealth of experience, all but three are new to the Guyana Foreign Ministry.
“Under those circumstances it is very important that one finds an opportunity to have them think and reflect on issues together so that you actually build a team.”
He said that part of the reason for the exercise is to help to engineer team building in terms of the undertaking of foreign policy. He said that based on the exchanges between the Ambassadors coupled with the reactions and contributions, the presentations were very impressive.
