Dear Editor,
I refer to the letter “VAT on education, if used correctly, can improve its quality” in KN of March, 27, 2017. Here are my comments on this letter which by any standard is from political supporter as it lacks independent thinking in my opinion.
I quote (“) excerpts from that letter:
1….”but if they can afford the fee surely they will afford the taxes.”
Hogwash. Affording the fee could be by making sacrifices for the children. So how much more can one afford?
VAT at 14% is quite an imposition.
2.” I do hope that the government safeguard the revenue raised and inject it back into education as it appears as if they would.”
Some apparent lack of knowledge of how government collects revenue and how it is allocated. Government works in reverse to business. First they calculate how much to spend, then they calculate where they will get that money! EXPENDITURE FIRST. REVENUE AFTERWARDS! Following that there is the allocation to the various areas of expenditure of which education is but one. Ipso facto not all that VAT goes to education.
3. “The private schools that make a profit can share the burden and absorb some of this cost”
False assumption of making a profit! True they are in the business of education primarily and might make a surplus to meet capital expenditures. The owners have to pay themselves going salaries being non-profit organizations and are generally allowed a reasonable surplus to meet capital expenditures. There are rules that govern their operations, so there is no room for absorbing the cost (VAT)
4. “We as a people need to think broader about the society we want to live in.”
Sure right about this but say it repeatedly to the government for their thinking of VAT on education goes counter to this ideal. It has been my suspicion that there is more to it than meets the eye and I do not rule out those snide attitudes of “getting even”, and that the majority of the educationalists are paying for the refusals or ignoring done by a few.
5. “ Great policy intent guys, keep it up” What?
Die hard supporters would loudly voice such but not serious thinking analytical persons like me. There is no good intent in the policy as it is the parents/guardians who have to pay up and they are supporters of the government. Supporters are generally blind but when their pockets are being drained by foolish taxes, a mind change falls in place. As said; “keep it up” but in my opinion to their detriment in the long run. VAT on school fees should be abolished right now.
